اليوناميد تعرب عن قلقها إزاء اتهامات بتسليم مواقع ميدانية بطريقة غير سليمة

الفاشر، 11 سبتمبر 2017 – يساور بعثة اليوناميد القلق إزاء الادعاءات الأخيرة بأنّ البعثة قامت – كجزء من عملية إعادة تشكيلها حسب التفويض الممنوح لها – قامت بتسليم مواقع ميدانية في شمال دارفور بطريقة غير مناسبة.
وعليه تؤكد البعثة مجدداً أنه وفقاً لقرار مجلس الأمن التابع للأمم المتحدة رقم 2363، المؤرخ 29 يونيو 2017، الذي يمدد ولاية اليوناميد حتى 30 يونيو 2018 – تؤكد أنّ أولوياتها الاستراتيجية في دارفور تبقى على حالها وتتمثّل بحماية المدنيين وتيسير الوصول والأمن للجهات الفاعلة في مجال العمل الإنساني وكذلك العمل على معالجة الأسباب الجذرية للنزاع بين المجتمعات.
علاوة على ذلك، ستتخذ اليوناميد مستقبلاً نهجاً من شقين يشمل حفظ السلام وتحقيق الاستقرار.
وتمشياً مع تفويضها، تقوم البعثة بخفض عدد الأفراد العسكريين وأفراد الشرطة والموظفين المدنيين وقد حدّدت 11 موقعا ميدانيا سيتمّ إغلاقها عبر دارفور.
وقد اُغْلِقَت حتى الآن أربعة مواقع ميدانية هي المالحة ومليط وأم كدادة في شمال دارفور ومهاجرية في شرق دارفور. وتتبقى سبعة مواقع ميدانية ستغلق لاحقاً وهي أبو شوك والطينة وهبيلا وفوربرنقا وتلس وعد الفرسان وزمزم.
وقد تمّ تسليم المواقع الميدانية التي تم إغلاقها إما إلى حكومة السودان أو إلى ملاكها الأصليين؛ وفقاً لعقود الإيجار التي أبرمتها البعثة مع هؤلاء الملاك من القطاع الخاص.

UNAMID expresses concern over allegations of improper team site handovers
El Fasher, 11 September 2017 — UNAMID is concerned about recent allegations of improper handover of team sites in North Darfur as part of its mandated reconfiguration.
The Mission would like to reiterate that as per the United Nations Security Council Resolution 2363, of 29 June, 2017, extending UNAMID’s mandate until 30 June 2018, its strategic priorities in Darfur remain the same—protecting civilians, facilitating access and security for humanitarian actors and working to ameliorate the root causes of communal conflict.
Furthermore, moving forward, UNAMID will take a two-pronged approach incorporating both peacekeeping and stabilization.
In line with the mandate, the Mission is reducing the number of military, police and civilian personnel, and has earmarked 11 team sites for closure across Darfur.
Four team sites have been closed to date: Malha, Mellit and Um Kadada, North Darfur, and Muhajeria, East Darfur. Seven team sites are yet to be closed. These are Abu Shouk, Tine, Habila, Forobaranga, Tulus, Eid Al Fursan and Zam Zam.
Closed team sites have been handed over to the Government of Sudan or appropriate private parties as per lease agreements signed by the Mission.
