Khartoum-Sudan: In a sudden legal step, the General Registrar of the organizations of the Federal Humanitarian Aid Commission (HAC) issued an administrative decision not to re-register the Scientists ' Authority as a voluntary charitable organization, in a decision that would raise wide controversy in the religious and legal community.
According to the terms of the resolution, a copy of which was obtained by the Sudan, the review of the statute of the Authority revealed an explicit correlation with the Voluntary and Humanitarian Labour Act of 2006. The main reason for the decision was the so-called and identity crisis. The decision considered that the designation of the entity as an entity should be removed from the legal definition of the voluntary organizations provided for in article (4).
UNHCR also emphasized that the statute of the Authority limits its objectives to propaganda and Islamic action and the pursuit of the Muslim State, which falls within the purview of the Ministry of Religious Affairs and Endowment, not within the scope of voluntary humanitarian organizations.
On the basis of these abuses, the Registrar-General, Dr. Osman Abdul Rahman Khogli, decided to reject the request for re-registration of the Authority under the umbrella of the Office of the High Commissioner for Humanitarian Assistance and to direct the Authority to the competent authorities, in a reference to the Ministry of Religious Affairs, to legitimize its legal status.
