بعد عامين على توقيع اتفاق جوبا للسلام، أقدر المجهودات المبذولة لتنفيذ بعض بنود مسار دارفور، وبالأخص إنشاء لجنة وقف إطلاق النار الدائم و التي تفخر يونيتامس برئاستها. أرحب أيضًا بتدريب الدفعة الأولى المكونة من 1700 جندي من الحركات المسلحة الموقعة على اتفاق جوبا للسلام، ليتم دمجهم في قوة حفظ الأمن المشتركة.
رغم ذلك، فإن ذكرى مرور عامين هي تذكير قوي أنه لا يزال هناك الكثير مما يجب إنجازه. هناك حاجة عاجلة للتنفيذ الكامل لاتفاق جوبا للسلام، بما في ذلك الترتيبات الأمنية، والنشر السريع للقوة المشتركة لحفظ الأمن لضمان حماية المدنيين، بالإضافة إلى إنشاء المفوضيات ذات الصلة كمفوضية اللاجئين والنازحين ومفوضية العدالة الانتقالية ومفوضية الأراضي والحواكير ومفوضية الرُّحّل والرعاة، وتنفيذ البنود الأخرى المرتبطة بالتشارك في السلطة والثروة وبجبر الضرر.
هذ الاتفاق صاغه السودانيون ووقعته الأطراف السودانية. هم فقط من يستطيعون تنفيذه وإحلال السلام في البلاد. أحث الأطراف الموقعة لتجديد مجهوداتهم من أجل هذه الغاية.
أدعو أيضًا حركة جيش تحرير السودان- عبد الواحد النور، والحركة الشعبية لتحرير السودان -شمال – جناح عبدالعزيز الحلو للانضمام لعمليات السلام من أجل تحقيق سلام شامل ومستدام في كل السودان.

STATEMENT ATTRIBUTED TO THE SPECIAL REPRESENTATIVE OF THE SECRETARY-GENERAL, VOLKER PERTHES,
ON THE IMPLEMENTATION OF THE JUBA PEACE AGREEMENT
Two years after the signing of the Juba Peace Agreement, I recognize the efforts made in implementing some of the provisions on the Darfur Track, particularly the establishment of the Permanent Ceasefire Committee which UNITAMS is proud to chair. I also welcome the training of the first batch of 1700 troops from the armed movements that signed the Juba Peace Agreement to be integrated into the Joint Security Keeping Forces.
However, this two-year anniversary is another stark reminder that much remains to be done. There is an urgent need for the full implementation of the Juba Peace Agreement’s provisions including security arrangements and the swift deployment of the Joint Security Keeping Forces to ensure the protection of civilians, the establishment of relevant commissions such as the Commission for Refugees and Internally Displaced Persons, the Transitional Justice Commission, the Land and Hawakeer Commission, as well as other provisions on wealth and power sharing, nomads and reparations.
This is an agreement crafted by the Sudanese between Sudanese parties. Only they can implement it and bring peace to the nation. I urge the signatories to renew their efforts to this end.
I also call on the Sudan Liberation Army-Abdul Wahid al-Nur and the Sudan People’s Liberation Movement-North (SPLM-N)- Abdelaziz al-Hilu faction to join peace processes towards achieving comprehensive and lasting peace everywhere in Sudan.
