جنيف، 12 نوفمبر 2012– سيقوم السيد شالوكا بياني المقرّر الخاص للأمم المتحدة بزيارة السودان، بدعوة من  حكومة السودان، في الفترة من 14 الى 22 نوفمبر 2012، للتحقّق من الحالة العامة للنازحين في البلاد واستقاء المعلومات مباشرة من النازحين والمجتمعات المحلية المتأثّرة. وفي هذا الصدد، قال الخبير المستقل الذي عيّنه مجلس حقوق الإنسان التابع للأمم المتحدة للتحقّق من حالة حقوق الإنسان لدى النازحين عبر العالم وإعداد تقارير عنها: “خلال زيارتي الممتدة على فترة تسعة أيام إلى السودان، سأتحقّق من حالة النازحين، بما في ذلك دارفور، بهف تقييم الاحتياجات على الصعيد الإنساني والحماية والحلول الدائمة ورفع توصيات بهذا الشأن.” 

كما وسيناقش الخبير مع أصحاب المصالح المعنيين التصديق على اتفاقية الاتحاد الأفريقي حول النازحين في أفريقيا (المعروفة باتفاقية كمبالا) إضافة إلى صياغة سياسات وتشريعات وطنيّة لمعالجة مسألة النزوح في البلاد.

وخلال زيارته إلى السودان والتي ستستمر لتسعة أيام، سيجتمع المقرر الخاص بممثلين عن الحكومة والمجتمع المدني ومسؤولين من الأمم المتحدة وأطراف أخرى. كما وسيزورعدّة مواقع نزوح وعودة وسيلتقي النازحين والسلطات والمجتمعات المحليّة المتأثّرة.

وسيعرض السيّد بياني ملاحظات أوليّة في مؤتمر صحفيّ في الخرطوم في 22 نوفمبر 2012 وسيرفع تقريره الكامل إلى مجلس حقوق الإنسان في يونيو 2013.

شالوكا بياني (زامبيا) بروفسور في القانون الدولي في كليّة لندن للاقتصاد وقد عيّنه مجلس حقوق الإنسان مقرراً خاصاً معنياً بحقوق الإنسان للنازحين في سبتمبر 2010.

Sudan: UN expert to assess situation of internally displaced persons and affected communities

GENEVA, 12 November 2012 – United Nations Special Rapporteur Chaloka Beyani will visit Sudan, at the invitation of the Government, from 14 to 22 November 2012 to examine the overall situation of internally displaced persons in the country, and gather first-hand information from displaced persons and affected communities.

“I will consider the situation of internally displaced persons, including in Darfur, with a view to assessing the current humanitarian, protection and durable solutions needs, and providing relevant recommendations,” said the independent expert designated by the UN Human Rights Council to examine and report on the human rights situation of internally displaced persons around the world.

Mr. Beyani will also discuss with relevant stakeholders the ratification of the African Union Convention on Internally Displaced Persons in Africa (known as the Kampala Convention), and the development of national policies and legislation to address internal displacement in the country.

During his nine-day visit to Sudan, the Special Rapporteur will meet with Government representatives, members of civil society, UN officials and other parties. He will also visit various sites of displacement and return, and meet with displaced persons, local authorities and affected communities.

The independent expert will present preliminary observations at a press conference in Khartoum on 22 November 2012. His full report will be presented to the Human Rights Council in June 2013.

Chaloka Beyani, a Zambian national and professor of international law at the London School of Economics, was appointed as Special Rapporteur on the Human Rights of Internally Displaced Persons by the Human Rights Council in September 2010.
