Sudanese Initiative for Peace in the Horn of Africa (SIPHA)
Declaration: Call for the Establishment of Lasting Peace in Ethiopia
Khartoum, 29 November, 2020
Driven by human consciousness, inspired by fraternity and shared fates and concerned by the worrisome events in neighbouring Ethiopia, that may trigger broader armed conflict and ultimately threaten regional peace and security and destabilise the foundations of peaceful coexistence, we call for an end to the burgeoning war and, aware of the tremendous human suffering that the ongoing conflict has already wrought, we call for the mitigation of both its destructive immediate repercussions and its subsequent and resulting burdens, in confidence that, together, we can assume a collective role in building and cementing peace;
Greatly concerned as we follow the regrettable developments in neighbouring Ethiopia and subsequent humanitarian, security and political deterioration;
Fully convinced that a flourishing future is based on societal harmony and peaceful coexistence amongst peoples and nations of the Horn of Africa and the Red Sea, strengthened by the acceptance and encouragement of cultural diversity, celebrating the rich heritage and history to build towards mutual political, economic and social advancement;
Driven by the desires of the Sudanese people and government to cement peace pillars in the region we support formal efforts taken by the Government of Sudan and urge it to commit to further efforts to bring peace and to persist in its current attempts to play a positive and constructive role in ending the crisis, in consultation with stakeholders in Ethiopia, IGAD, AU and the international community;
Aspiring to schedule and integrate formal institutional efforts with people-led initiatives, similar to what has been achieved in Sudan’s states on the eastern border, we will embrace a broad popular initiative aiming to make a positive and constructive contribution to end the war and contain its consequences using all means possible.
We call on the parties to the conflict to consider that such civil conflict among brothers can leave an ugly and lasting legacy and call upon our brothers and sisters in Ethiopia to be inspired by their proud history in deterring colonial attempts, appeal to the parties in conflict to restrain themselves in the interest of a higher calling – the survival and well-being of their people – by ending the violence and violations against civilians, stopping the displacement of communities and laying the foundation for a future that allows for serious dialogue amongst the Ethiopian peoples, and those of the region, that will cement pathways of nation reconciliation.
As we welcome our brothers and sisters seeking refuge, to whom we offer every assistance and protection, we make a call to avail and cultivate the conducive conditions necessary to preserve their security and human dignity, until they return safely to their homeland, after the end of hostilities and the presence of stabilising peace and long-term peace.
We call upon national, regional and international humanitarian organizations to intensify humanitarian relief efforts for the war’s IDPs and refugees and to support the Government of Sudan’s efforts to protect the security and human dignity of the refuges and provide them with essential needs until their safe return after the of the conflict to stability, peace, and security.
Finally, we affirm that the catastrophe currently endured by our Ethiopian neighbours is a test for all the peoples of the Horn of Africa and, indeed, the entire African continent. More than ever before, full realisation of the peoples’ aspirations and demands for equitable development, unity and regional integration is required, while preserving justice and cultivating participatory democracy for our societies in development and power.
We, the undersigned Sudanese, representing both ourselves and our respective bodies and institutions, believe that the aforementioned principles and broad steps are essential to stop the war, protect the right to security, provide relief to refugees and assistance to those affected.
