كنتُ في لقاءٍ أولٍ مُثمرٍ مع رئيس الوزراء، عبد الله حمدوك، للاستماع منه مباشرة عن أولويات الحكومة الجديدة.
وناقشنا في اجتماعنا، تفويض البعثة وأركانها الأربع الاستراتيجية والمترابطة التي تم تحديدها في قرار مجلس الأمن 2524 (2020):
1. الانتقال السياسي، الحكم الديمقراطي، حقوق الإنسان؛
2. دعم عمليات السلام وتنفيذ اتفاق جوبا؛
3. دعم بناء السلام، حماية المدنيين وسيادة القانون في دارفور والمنطقتين وغيرهما؛
4. تعبئة المساعدة الاقتصادية/الإنمائية وتنسيق المُساعدة الإنسانية.
هذه الركائز تُكمّل بعضها البعض، وهي التي ستُمكِّن البعثة وأسرة الأمم المتحدة بأكملها من دعم السودان بشكلٍ أفضل.
تناقشتُ مع رئيس الوزراء أيضاً، حول دعم البعثة في تعبئة الموارد الاقتصادية والمساعدة الإنمائية التي، كما تعلمون، تُمثِّل أولوية للحكومة والشعب السوداني، وستكون عُنصراً أساسياً في دعمِنا، بما في ذلك مؤتمر الاستثمار القادم في باريس في مايو.
يسير التقدم على الصعيد الاقتصادي جنباً إلى جنب مع حركة العملية السياسية. سنفعل كُل ما في وُسعنا لدعم الحكومة في الوفاء بالتزاماتها ومَعالِمها الأساسية وفقاً للإعلان الدستوري واتفاق جوبا للسلام. ويشمل هذا، التكوين المُرتقب للمجلس التشريعي الانتقالي. نحن/ بعثة الأمم المتحدة المتكاملة لدعم المرحلة الانتقالية في السودان، سندعم جُهود الحكومة لِجعلِه شاملاً ومُمَثلِّاً حقاً للشعب السوداني، بما في ذلك مُشاركة النساء بنسبة 40 في المائة.
لقد تناقشتُ ورئيس الوزراء عن أهمية ضمان أن تكون العملية السياسية محسوسة على أرض الواقع مع تحسينات ملموسة في حياة السودانيين. كما تبادلنا وجهات النظر حول المرحلة الثانية من محادثات السّلام وعن إمكانية البعثة وكيفيتها في تقديم الدّعم والخِبرة الفنية.
البعثة هي بعثة الأمم المتحدة المتكاملة لدعم المرحلة الانتقالية في السودان – مِمّا يعني أننا هنا لِدعم جميع مُكوِّنات المجتمع السوداني في جميع أنحاء السودان. أنوي السفر في جميع أنحاء السودان لكي أفهم البلد على وجهٍ أفضل ولكي استمع إلى الأصوات الغنية والمُتنوِّعة لأهل السودان، ليس فقط من المسؤولين والقادة السياسيين السودانيين، ولكن أيضاً من المجتمع المدني والشباب والنازحين واللاجئين، ولكي أستمع كذلك لأصوات مُجتمع الأعمال. واسمحوا لي أن اؤكد بأنه ستتم استشارة النساء السودانيات من مُختَلف هذه الخلفيات المُتنوِّعة في كُلِّ خطوة على الطريق.
إنني أتطلع إلى العمل في شَراكة مع رئيس الوزراء والمجلس السيادي والحكومة والأحزاب السياسية وشُركاء السّلام وجميع أصحاب المَصلحة السودانيين لدفع عملية الانتقال السياسي السوداني. ويجب أن يشمل هذا، تلك المجموعات التي لم تُوقِّع على اتفاق السلام. إنَّ الهَدف العام هو دعم الدولة لِمُواصلة مَسيرتها في رِحلتها نحو السلام المُستدام الذي يستجيبُ للاحتياجات]السياسية والاجتماعية والاقتصادية[ المُتنوِّعة والملموسة لِشعبها.

I just had a fruitful first meeting with Prime Minister Abdalla Hamdok to hear directly from him the priorities of the new government.
In our meeting, we discussed the UNITAMS mandate and its four strategic and interrelated pillars outlined in Security Council resolution 2524 (2020):
1. Political transition, democratic governance, human rights;
2. Support peace processes and implementation of Juba Agreement;
3. Assist peacebuilding, Protection of civilians and rule of law in Darfur, Two Areas and elsewhere;
4. Mobilization of economic/development assistance and coordination of humanitarian assistance.
These pillars complement each other, and which will enable UNITAMS and the entire UN family to better support Sudan
The Prime Minister and I also discussed UNITAMS support in mobilizing economic resources and development assistance which, as you know, is a priority for the Government and the Sudanese people, and will be a core component of our support, including the upcoming investment conference in Paris in May.
Progress on the economic front go hand-in-hand with movement in the political process. We will do everything we can to support the Government in meeting its own commitments and milestones in accordance with the Constitutional Declaration and Juba Peace Agreement. This includes the upcoming formation of the Transitional Legislative Council. We/UNITAMS will support the Government’s –efforts to make it truly inclusive and representative of the Sudanese people, including 40 per cent participation of women.
The Prime Minister and I discussed the importance of ensuring that the peace process is felt on the ground with concrete improvements in the lives of Sudanese. We also exchanged views on phase two of the peace talks and how UNITAMS can lend its support and technical expertise.
UNITAMS is the UN integrated transition assistance mission in Sudan — which means we are here to support all components of Sudanese society across all of Sudan. I intend to travel throughout Sudan to have a better understanding of the country and to listen to voices of Sudan’s rich and diverse people, not only from Sudanese officials and political leaders, but also from civil society, youth, displaced persons and refugees, as well as voices from the business community. And let me emphasize that Sudanese women from across these diverse backgrounds will be consulted every step of the way.
I look forward to working in partnership with the Prime Minister, the Sovereignty Council, the government, political parties, peace partners and all Sudanese stakeholders to advance Sudan’s political transition. This has to include those groups who are not signatories to the peace agreement. The overall aim is support the country to stay course on its journey to sustainable peace that responds to the diverse and concrete [political and social-economic] needs of its people.
