نظمت حكومة السودان ومنظمة الأغذية والزراعة للأمم المتحدة (الفاو) اليوم ورشة عمل لمراجعة إطار البرنامج القطري للسودان للفترة 2012 – 2016 ولوضع خطة العمل للفترة 2015 – 2019. وحضر ورشة العمل أكثر من 60 ممثلاً عن الحكومة السودانية ووكالات الأمم المتحدة والمجتمع المدني واتحادات المزارعين والقطاع الخاص والجامعات والمانحين. وترأس ورشة العمل السيد عبدي جامع ممثل المنظمة في السودان برفقة الدكتور فيصل حسن إبراهيم وزير الثروة الحيوانية والسمكية والمراعي والدكتور جعفر أحمد عبد الله وزير الدولة للزراعة والري والسيد الأمين حسن الأمين مدير ادارة التعاون الدولي بوزارة الزراعة والري.
ويستعرض إطار البرنامج القطري، الذي يشترك في ملكيته منظمة الأغذية والزراعة وحكومة السودان – ممثلة في وزارات الزراعة والري، والثروة الحيوانية والسمكية والمراعي، والبيئة والغابات والتنمية العمرانية، والموارد المائية والكهرباء – التزام المنظمة بمساعدة الاتحادية وحكومات الولايات في جهودها الرامية إلى تحقيق أهداف التنمية الوطنية الخاصة بالزراعة والأمن الغذائي والتغذية وإدارة الموارد الطبيعية وذلك رهناً بتوفر التمويل اللازم.
وتهدف خطة العمل بشكل عام الى المساهمة في تحسين الأمن الغذائي والتغذية والحد من الفقر في المناطق الريفية في السودان، بجانب دعم أهداف التنمية الاقتصادية على المدى الطويل في البلاد.
ويحدد إطار البرنامج القطري وخطة العمل من أجل السودان أربعة مجالات للتدخل الاستراتيجي والتي تعزز مشاريع وبرامج قصيرة ومتوسطة وطويلة الأجل بهدف دعم الإغاثة والإنعاش وتطوير قطاع الزراعة على النطاق الصغير. وتتمثل هذه المجالات في تحسين السياسات والبيئة المؤسسية للأمن الغذائي والتغذوي ومرونة برامج الصمود، وتعزيز الإنتاج والإنتاجية والقدرة التنافسية للمحاصيل والثروة الحيوانية والغابات القطاعات الفرعية والتكيف مع تغير المناخ الزراعي، وإدارة الموارد الطبيعية وسبل العيش، والاستجابة الخاصة بالأمن الغذائي والتغذية والحماية والانعاش، بالإضافة الى السيطرة الوطنية والإقليمية والدولية على المهددات التي تواجه السلاسل الغذائية في السودان.
ومنذ العام 2011، عملت حكومة السودان بالترويج للزراعة باعتبارها محركاً فعالاً يسهم في النمو الاقتصادي وتطوير الأداء المتعلق بالصادرات و في ذات الوقت باعتبارها عاملاً مهماً لتطوير سبل العيش والحد من الفقر وتحسين الأمن الغذائي والتغذية وتطوير وحماية الموارد الطبيعية.

Government of Sudan and FAO review the Country Programming Framework and develop a Plan of Action

Khartoum, 27 November 2014 — The Government of Sudan and the Food and Agriculture Organization of the United Nations (FAO) organized today a workshop to review the Country Programme Framework for Sudan for the period 2012 – 2016 and develop a Plan of Action for the period 2015 – 2019.
The workshop was well attended by over 60 participants from Ministries, United Nations Agencies, Civil Society, Framers Unions, Private Sector, Universities and the Donor Community.
Mr Abdi Jama, FAO Representative in Sudan co-chaired the meeting with the Minister of Livestock, Fisheries and Rangelands, Dr Faisal Hassan Ibrahim, State Minister of Agriculture and Irrigation, Dr Gaafar Ahmed Abdalla and Director General of International Cooperation, Mr Elamin Hassan Elamin.
The Sudan Country Programming Framework, which is co-owned by FAO and the Government of Sudan – though its Ministries of Agriculture and Irrigation (MoAI), of Livestock, Fisheries and Rangelands (MoLFR), of Environment, Forestry and Physical Development (MoEFPD) and of Water Resources and Electricity (MoWRE) – presents the broad commitment of the Organization, subject to the availability of the required funding, to assist the Federal and State Governments in their efforts to achieving their own national and state development objectives specific to agriculture, food and nutrition security and natural resource management.
The overall goal of the Plan of Action for Sudan is to contribute to the improvement of food security and nutrition and the reduction of rural poverty in Sudan, while supporting the country’s longer term economic development goals.
The Country Programming Framework and the Plan of Action for Sudan identify four strategic intervention areas that reinforce short, medium and long-term projects and programmes in support of the relief, recovery and development of Sudan’s small-scale agriculture sector. These areas include improved policy and institutional environment for food and nutrition security and resilience programming; enhancing production, productivity and competitiveness of the crops, livestock and forestry sub-sectors and agricultural climate change adaptation; natural resource management and livelihood, food security and nutrition response, protection and recovery; and national, regional and international control of threats to Sudanese food chains.
Since 2011, the Government of Sudan has advocated agriculture as the engine to effectively contribute to economic growth and export performance and to simultaneously advance people’s livelihoods, reduce poverty, improve food security and nutrition and develop and protect natural resources.
