يصل السودان اليوم، فخامة السيد نيفين ميميكا، مفوض الاتحاد الاوروبي للتنمية والتعاون الدولي ليعلن عن اجازة الاتحاد الاوروبي حزمة تنمية بقيمة 100 مليون يورو للسودان لمعالجة الأسباب الجذرية للهجرة غير الشرعية والتي ستمنح من الصندوق الطارئ  للاتحاد الاوروبي لأفريقيا.  وسيقوم المفوض الاوربي بمناقشة زيادة التعاون التنموي بين السودان والاتحاد الاوروبي ومناقشة القضايا الاخرى ذات الاهتمام المشترك.

    سيتم استخدام التمويل المالي الجديد لمعالجة عدم الاستقرار  الناتج عن الأسباب الجذرية للهجرة غير النظامية والتهجير القسري.  كما سيتركز التمويل الجديد في دعم مشروعات  الحد من الفقر، وتعزيز السلام والحكم الرشيد، ودعم خلق فرص عمل وتحسين وتقديم الخدمات الأساسية (مثل التعليم والصحة) في المناطق التي ينعدم فيها الأمن والتي تعاني من تدفقات الهجرة الكبيرة. وسوف تستهدف المناطق المحيطة والمتضررة من النزاعات مثل دارفور وشرق السودان و جنوب كردفانا والنيل الأزرق.

    قبل زيارته، أعلن السيد نيفين ميميكا، مفوض الاتحاد الاوروبي للتنمية والتعاون الدولي ”  أنه وبعد أكثر من عشر سنوات من بدء الصراع في دارفور، لا يزال معدلات مستوى النزوح في السودان ضخمة، مع أكثر من 3 ملايين من النازحين داخليا.  أن الدعم الجديد والمقدر بقيمة 100 مليون يورو سيتركز أساسا على تحسين الظروف المعيشية وسيساعد العائدين الى البلاد لإعادة الاندماج في المجتمع، وتحسين الأمن على الحدود “.

    وتهدف زيارة المفوض ميميكا لتمهيد الطريق لتحديد الأولويات واتخاذ إجراءات ملموسة لتقديم الدعم لتحسين الظروف المعيشية للاجئين والنازحين والمجتمعات التي تستضيفهم، وغيرهم من الفئات الضعيفة، ودعم الرقابة على الحدود، ومنع الاتجار بالبشر والتهريب وإعادة إدماج العائدين.

    ويستفيد السودان من تمويل إضافي في إطار صندوق الاتحاد الاوروبي الطارئ لأفريقيا بمبلغ  40 مليون يورو لتحسين إدارة الهجرة في منطقة القرن الافريقي لمعالجة عدم الاستقرار، والهجرة غير النظامية والتهجير القسري في القرن الأفريقي.

     

    EU announces 100 million Euros for Sudan to address irregular migration and forced displacement

     

    During a visit to Sudan today, EU Commissioner for International Cooperation and Development, Neven Mimica will discuss increased EU cooperation with Sudan on issues of common interest.  He also will announce a €100 million Special Measure for the country, to be implemented under the EU Emergency Trust Fund for Africa.  This Trust Fund was set up last year to tackle instability and the root causes of irregular migration and forced displacement.

    The new funding will focus on reducing poverty, promoting peace and good governance, supporting the creation of jobs and improving the delivery of basic services (such as education and health) in areas affected by insecurity and experiencing large migratory flows. It will target the peripheral and conflict-affected areas such as Darfur, East Sudan and the Transitional Areas of Southern Kordofan and Blue Nile.

    Ahead of his visit, Commissioner Mimica said:  “More than ten years after the start of the Darfur conflict, the level of displacement in Sudan remains huge, with over 3 million internally displaced persons still living within its borders. Our new support of €100 million will essentially focus on improving the living conditions for those who call Sudan home, helping returnees to the country to reintegrate back into society, and improving security at the borders.”

    Commissioner Mimica’s visit aims to pave the way for the identification of concrete priorities and actions that will include support to improve the living conditions of refugees, Internally Displaced Persons (IDPs), their host communities, and other vulnerable groups, support to enhance border controls, the fight and prevention of human trafficking and smuggling and the reintegration of returnees.

     

    Background information

    Beyond the Special Measure, Sudan also benefits from additional funding under the EU Emergency Trust Fund for Africa, in particular from a €40 million programme to better manage migration in the region. Ten projects totalling over €250 million were adopted last year for the EU Emergency Trust Fund, and further projects are foreseen to be approved this month, all of which will address instability, irregular migration and forced displacement in the Horn of Africa.
