الاتحاد الأوروبي يخصص 1.7 مليون يورو لتعزيز مبادئ الديمقراطية وحقوق الإنسان في السودان

في 13 يونيو 2017 أطلقت بعثة الاتحاد الأوروبي في السودان 2017 دعوة جديدة لتقديم مقترحات لمشروعات في إطار برنامج الالية الأوروبية للديمقراطية وحقوق الإنسان في السودان.

وفي إطار هذه الدعوة سوف يتم تقديم مقترحات لمشروعات، ستخصص بعثة الاتحاد الأوروبي للسودان مبلغ 1.7 مبلغ مليون لمشاريع تدعم مبادرات منظمات المجتمع المدني الوطنية والدولية في تعزيز الديمقراطية وحقوق الإنسان. وستركز هذه الدعوة على المشروعات التي تدعم وسائط الإعلام والمساواة بين الرجل والمرأة وحماية المدافعين عن حقوق الإنسان.

وتهدف الالية الأوروبية للديمقراطية وحقوق الإنسان إلى المساهمة في تطوير وتوطيد الديمقراطية وسيادة القانون واحترام جميع حقوق الإنسان والحريات الأساسية في إطار سياسة الاتحاد الأوروبي بشأن التعاون الإنمائي مع البلدان، بما يتفق مع السياسة الخارجية للاتحاد الأوروبي ككل.

في السودان، يستخدم برنامج الالية الأوروبية للديمقراطية وحقوق الإنسان لدعم المبادرات التي تنفذها منظمات المجتمع المدني الوطنية من أجل تعزيز المبادئ الديمقراطية وحقوق الإنسان. واعلنت بعثة الاتحاد الأوروبي أن قواعد التقديم بمقترحات ومعايير الأهلية لمقدمي الطلبات والإجراءات المؤهلة متاحة على موقع البعثة الالكتروني. والموعد النهائي لتقديم المشروعات هو 30 يوليو 2017.
خلفية

منذ عام 2005، قدم برنامج الالية الأوروبية للديمقراطية وحقوق الإنسان 2005 الدعم لما يزيد على 120 مشروعا تركز على تعزيز حقوق الإنسان والسلام والتوعية المدنية وتثقيف الناخبين، فضلا عن قضايا أخرى تتعلق بتعزيز حقوق الإنسان وحمايتها في البلد. وقد استخدم هذا التمويل من أجل:

1) زيادة وعي المجتمعات المحلية بمبادئ حقوق الإنسان والتثقيف في مجال حقوق الإنسان؛
2) تعزيز العملية الديمقراطية والمبادئ الديمقراطية.
3) تعزيز حقوق الإنسان لفئات محددة مثل النساء والأطفال والشباب والنازحين والمجتمعات المحلية والأقليات
4) تعزيز ثقافة المساواة والتسامح والسلام من خلال مشاريع تستهدف قضايا السلام والاستقرار وحل النزاعات والتعايش والعدالة الانتقالية.

European Union allocates 1.7 million Euros to promote democratic principles and human rights in Sudan

The Delegation of the European Union to Sudan launched on 13th June 2017, a new Call for Proposals under the programme of the European Instrument for Democracy and Human Rights for Sudan (EIDHR) known as Country-Based Support Scheme (CBSS) Sudan 2016-2017.

Under this call for proposals the Delegation of the European Union to Sudan will allocate 1.7 million euros for projects to support initiatives by national and international civil society organizations in the promotion of democratic principles and human rights. This call for proposal will be focused on media, equality between men and women and protecting defenders of human rights.

The European Instrument for Democracy and Human Rights (EIDHR) aims at contributing to the development and consolidation of democracy, the rule of law and respect for all human rights and fundamental freedoms within the framework of the European Union’s policy on development cooperation with third countries, consistently with the European Union’s foreign policy as a whole.

In Sudan the EIDHR programme is primarily used to support initiatives implemented by national civil society organizations for the promotion of democratic principles and human rights.

The European Union announces that the rules of the Call for proposals, eligibility criteria for applicants, eligible actions and costs are available at the delegation website. The deadline for submission of the concept notes is July 30, 2017.

Background

Since 2005, with a total of 10 million euros, the EIDHR programme has supported over 120 projects focusing on promotion of human rights, peace and civic and voter education as well as other issues pertaining to the promotion and protection of human rights in the country . This funding was used for:

• Rising awareness of local communities on human rights principles and human rights education;

• Promoting of the democratic process and democratic principles ;

• Promoting the human rights of specific target groups such as women, children, youth, IDPs, marginalized communities and minorities;

• Enhancing the culture of equality, tolerance and peace through projects targeting issues of peace, stability, conflict resolution, coexistence and transitional justice.
