أصدرت نقابة المحامين الأمريكيين من واشنطن، بياناً على لسان رئيس النقابة السيدة ديبورا آنيكس روس تدين فيه العنف المتكرر ضد المواطنين السودانيين المدنيين. وجاء في البيان الصادر اليوم الثلاثاء الثالث والعشرين من مايو ما يلي:
يساور نقابة المحامين الأمريكيين قلق بالغ إزاء العنف المرتكب ضد المدنيين والهجمات المستمرة على المنظمات الدولية غير الحكومية التي تقدم مساعدات حيوية للشعب السوداني. وفي الأسبوع الماضي، تعرض ما لا يقل عن 20 مكتبًا للمنظمات غير الحكومية الدولية للهجوم في العاصمة الخرطوم بالرغم من الإلتزامات التي وقعتها الجماعات العسكرية المتنافسة (القوات المسلحة السودانية وقوات الدعم السريع) والتي كان من ضمنها حماية المنظمات غير الحكومية الدولية. وتعمل جمعية المحامين الأمريكية، من خلال مبادرة سيادة القانون، مع محامين سودانيين وشركاء آخرين للوصول إلى العدالة وتقوية المؤسسات العدلية. وسوف نستمر في دعم نضال المواطنون من أجل إحقاق العدالة في البلاد.
عليه وبناءاً على قانون النقابة، ندعو جميع أطراف النزاع إلى إنهاء الهجمات على المدنيين والعاملين في المجال الإنساني والإمدادات والمكاتب والمستودعات والمرافق الأخرى. أيضاً يتعين على جميع الأطراف في هذا الصراع إحترام التزاماتهم بموجب القانون الإنساني الدولي والإعلان العالمي لحقوق الإنسان والقانون السوداني لضمان سلامة وأمن المنظمات غير الحكومية في مساعيها الحاسمة.

Statement of ABA President Deborah Enix-Ross
Re: Violence in Sudan
WASHINGTON, May 23, 2023 — The American Bar Association is deeply concerned by the violence perpetrated against civilians and the continued attacks on International Non-Governmental Organizations (INGOs) that provide vital aid and assistance to the people in Sudan.
Over the last week, at least 20 INGO offices have been attacked in the capital Khartoum, despite commitments signed by the rival military groups, the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), assuring INGOs would be protected.
These incidents are the latest targeted attacks on INGO premises across the country over the last month. The ABA, through its Rule of Law Initiative, works with Sudanese lawyers and other partners to increase access to justice, improve tolerance and strengthen institutions. We will continue to support the struggle for individuals to obtain justice in the country.
The ABA calls on all parties in the conflict to end attacks on civilians, humanitarian workers, assets, supplies, offices, warehouses and other facilities. All sides in this conflict need to respect their commitments under International Humanitarian Law, the Universal Declaration of Human Rights and Sudanese law to ensure the safety and security of NGOs in their critical endeavors.
