رئيس بعثة الامم المتحدة الاسبق في السودان البروفسور موكيش كابيلا: نظام البشير فقد الشرعية ليحكم السودان فعليه الرحيل الان

أكد البروفيسور موكيش كابيلا رئيس بعثة الامم المتحدة الاسبق في السودان ان نظام البشير قد مكث فترة طويلة في الحكم فاقدا للشرعية منذ ان ارتكب جرائم على شعبه في دارفور زهاء العشر سنوات حتى اوصلته الي المحكمة الجنائية الدولية بتهم ارتكاب جرائم حرب وجرائم ضد الإنسانية والإبادة الجماعية. وقال ان حكومته لم تقف الي ذلك الحد بل ذهبت إلى ارتكاب فظائع مماثلة على نطاق واسع في جبال النوبة وولاية النيل الأزرق.
وقال البروفيسور كابيلا ان نظام البشير ذهب الي ممارسات اعمق من ذلك بغرض التمسك بالسلطة، فاصاب الناس في حالة من اليأس من ممارسات النظام اليومية خاصة وتيرة القمع المتكررة التي يقوم بها النظام، فقامت نتيجة لذلك حركة احتجاجات واسعة في الخرطوم ومدن اخرى، حيث قامت أجهزة الاستخبارات وأمن الدولة بقتل المواطنين بقسوة واصابة عدة مئات آخرين، حرمت الكثير منهم من العناية الطبية في المستشفيات الحكومية. واضاف ” الان السجون مليئة بالناشطين، والتعذيب وسوء المعاملة متفشية في المعتقلات. كما تم حظر وسائل الإعلام المستقلة. حيث اصبح الخوف متفشيا في البلاد”.
وشدد كابيلا قائلا انه اصبح من الواجبات الأخلاقية والضرورية معارضة ومقاومة نظام البشير ورفاقه القتلة الذين طال زمانهم، بل ان معارضتهم اصبحت من أهم الحقوق الأساسية والحقوق الثابتة لجميع مؤاثيق حقوق الإنسان وذلك لارتباطها بحق الحياة والعيش.
ومن جانبه حيي البروفسور كابيلا شجاعة المعارضة السودانية ومنظمات المجتمع المدني العاملة في إحداث التغيير داخل السودان، وقال تحتاج هذه الجهود إلى دعم كامل من المجتمع الدولي. واردف يجب أن يمارس ضغط على نظام البشير بقوة أكثر من ذلك بكثير للتنحي فورا، وافساح المجال لظهور حكم جديد يمثل جميع الشعوب السودانية، يعامل جميع المواطنين على أساس المساواة والمعاملة الكريمة.
واضاف كابيلا الان هناك حاجة ماسة إلى المساعدة الإنسانية وهنالك الملايين من الناس في جميع أنحاء السودان في حاجة للحماية واللاجئين في البلدان المجاورة ايضا. و قال ” في نفس الوقت، يجب أن يعرض مرتكبي تلكم الجرائم الجماعية البشعة للمساءلة، بما في ذلك امام المحكمة الجنائية الدولية. لانه بدون عدالة لن يكون هناك سلام مستدام”.
واختتم بروفيسور كابيلا بيانه قائلا يجب على الأمم المتحدة، الاتحاد الأفريقي، الجامعة العربية وجميع الدول ذات النفوذ في السودان يجب عليهم عدم ترك الشعب السوداني ينهار. وعليهم أن يدركوا واجبهم للاستفادة من الفرصة التاريخية للمساعدة في إنهاء نظام البشير الذي يمثل إهانة لأفريقيا والعالم المتحضر كله.

“The Bashir regime has lost all legitimacy to govern Sudan: it must go now”

President Bashir has long been illegitimate – since he turned upon his own people in Darfur ten years ago, winning him indictments by the International Criminal Court for war crimes, crimes against humanity, and acts of genocide. He and his government have gone on to commit similar atrocities on a massive scale in the Nuba Mountains and Blue Nile State.

The Bashir regime has now plunged to still lower depths even as it gets even more desperate to cling to power. As people made desperate by daily humiliations protest in Khartoum and other cities, a new progrom of vicious suppression is underway. Hundreds have been slaughtered by the state security and intelligence services. Several hundreds of others have been injured – and callously denied medical attention in government hospitals. The prisons are full, and torture and abuse are rampant. Independent media have been silenced, as fear stalks the land.

The most fundamental and inalienable of all human rights is the right to live. To oppose and resist Bashir and his murderous cronies has long been – and is even more so now – a necessary moral duty. We salute the courage of opposition and civil society groups engaged in bringing about change within Sudan. Their efforts need full support from the international community.

The Bashir regime must be pressurised much more strongly to go now and allow the emergence of new governance that is representative of all its peoples and that treats all citizens on an inclusive, equal, and dignified basis. Humanitarian assistance and protection are urgently needed for millions of people in desperate need all over `Sudan and by refugees in neighboring countries. At the same time, the perpetrators of heinous mass crimes must be held accountable, including at the International Criminal Court. Without justice there will no sustainable peace.

The United Nations, African Union, Arab League and all individual States with influence in Sudan must not let the people of Sudan down. They must recognize their duty to grasp a historic opportunity to help end the Bashir regime that is such an affront to Africa and the whole civilized world.
