Official note of the position of the Government of the Sudan rejecting the Berlin Conference to the German Ministry of Foreign Affairs

On Friday, 10 April, 2026, the Ambassador of the Republic of the Sudan to Berlin, Ambassador Ilham Ibrahim Mohamed Ahmed, delivered an official note to the German Ministry of Foreign Affairs, during which she conveyed the position of the Government of the Sudan rejecting the Berlin Conference on the Sudan without the Government ' s participation, approval and consultation in all arrangements.

This was during the meeting with Ambassador Jessa Brautigam, Director of the Department of Sub-Saharan Africa and the German Sahel region, with the participation of the Deputy Head of Mission Ambassador Idriss Mojad Ali.

She stressed that any attempt to deliberate or report on the Sudan without the involvement of his Government was a blatant violation of international law and the Charter of the United Nations and a violation of the sovereignty of States and established diplomatic norms.

The Ambassador stressed the rejection of the exclusion of the Government of the Sudan, the vast majority of the Sudanese people, from the Conference in cases of equality between the national State, its legitimate institutions and a terrorist militia, warning that this would contribute to undermining the national State and encouraging parallel entities, freeing the deliberations of the Conference of any practical value and not leading to peace or stability.

The Sudan was also concerned about the call of States directly or indirectly involved in the war, stressing that this would give credence to the Conference and encourage continued interventions that fuel war and undermine security and stability in the Sudan and the region.

The Ambassador reiterated the Sudan ' s commitment to a peaceful, just and sustainable solution in accordance with the road map presented by the President of the Transitional Council in March 2025 and the subsequent peace initiative put forward by the Prime Minister to the Security Council in December 2025, as a practical framework for peace and stability, welcoming any supportive and complementary regional and international efforts and preparing for positive engagement with any serious initiative respecting the sovereignty, unity and territorial integrity of the Sudan.

The Ambassador concluded by emphasizing that the trusteeship approach reflected in the Berlin Conference might prompt the Sudan to reconsider its dealings with the member States of the Conference, in accordance with the principle of reciprocity.

The Sudan Mission in Berlin has reportedly engaged in intensive contacts and movements since the announcement of hosting the conference last January to express the positions and concerns of the Sudan.

(سونا) – إستمراراً لجهود وزارة الخارجية والتعاون الدولي وبعثاتها في الخارج، نفذت بعثة السودان الدائمة بجنيف سلسلة من الاجتماعات الاستباقية مع رؤساء المنظمات الدولية والإنسانية قبيل ما يسمى بمؤتمر برلين بشأن السودان، وذلك لتمليك موقف السودان الرسمي إزاء المؤتمر.

وشملت لقاءات السيد المندوب الدائم السفير حسن حامد حسن كلاً من رئيسة اللجنة الدولية للصليب الأحمر (ICRC)، ومدير عام مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية (UNOCHA)، ومديرة مكتب برنامج الأغذية العالمي بجنيف (WFP)، ومدير عام المنظمة الدولية للهجرة (IOM).

وأوضحت البعثة، وفقاً للمذكرة الإضافية الصادرة عن وزارة الخارجية والتعاون الدولي، التزام حكومة السودان بالحل السلمي استناداً إلى خارطة الطريق التي أودعها فخامة رئيس مجلس السيادة الانتقالي لدى الأمم المتحدة في 15 مارس 2025، ومبادرة السلام التي قدمها دولة رئيس مجلس الوزراء أمام مجلس الأمن في 22 ديسمبر 2025، باعتبارهما الإطار العملي لتحقيق السلام العادل والمستدام.

وأكدت البعثة ترحيب السودان بأي جهد دولي صادق ومقبول يراعي سيادة الدولة، مشددة على رفض أي مساعٍ للتداول بشأن السودان دون مشاركة حكومته وموافقتها، لما يمثله ذلك من مخالفة لميثاق الأمم المتحدة وقواعد القانون الدولي والأعراف الدبلوماسية.

وجددت حكومة السودان استعدادها للانخراط البناء مع أي مسعى مخلص لإنهاء الحرب، على أساس الاحترام الكامل لسيادة السودان واستقلال شعبه والملكية الوطنية للحلول المطروحة.
