تبادل سفراء الاتحاد الأوروبي في السودان خلال زيارة لمدة يومين إلى نيالا في جنوب دارفور، وجهات النظر مع المسؤولين الحكوميين، واعضاء السلطة الإقليمية لدارفور، ومنظمات المجتمع المدني السوداني والمنظمات والوكالات الدولية والنازحين تطورات الاوضاع في دارفور. كما زار سفراء الاتحاد الاوروبي المشاريع الإنمائية والإنسانية في مجالات امدادات الأغذية و المياه وتعزيز الديمقراطية وسيادة القانون، وتوفير التعليم، والخدمات الصحية والصرف الصحي.
وقال سفير الاتحاد الاوروبي توماس يوليشني أنه لا يوجد حل عسكري للصراع في دارفور وشجع جميع أصحاب المصلحة، بما في ذلك الحكومة والمعارضة والحركات المسلحة والمجتمع المدني، لدعم والمساهمة في عملية حوار وطني شامل. وأكد أن هناك حاجة لمثل هذه العملية على وجه السرعة لاستعادة السلام في دارفور والحد من معاناة المدنيين، ولا سيما مليونين من النازحين داخليا في دارفور.
وأضاف السفير توماس أن الحل السياسي في دارفور ينبغي أن يكون أولوية للجميع وضرورة العمل على معالجة الاوضاع دون تأخير. حيث يؤثر الصراع المستمر في النسيج الاجتماعي للسكان، وينطوي على انتهاكات حقوق الإنسان ومعاناة المدنيين، بما في ذلك القصف الجوي والعنف ضد النازحين والنساء والأطفال.
ودعا سفراء الاتحاد الأوروبي جميع الأطراف السودانية ذات الصلة لتحسين وصول المساعدات من خلال الحد من القيود المفروضة على السفر بالنسبة للوكالات الدولية، بحيث يمكن تنفيذ هذه المهام الإنسانية.
كما أعرب سفراء الاتحاد الاوروبي خلال زيارتهم لمخيم كلمة للنازحين عن قلقهم العميق إزاء الزيادة المستمرة في أعداد النازحين في المخيم. فنتيجة لعدم الاستقرار والصراع زاد عدد النازحين في عام 2013 و 2014 مما زاد الضغوط الخدمية على هذا المخيم ولمحنة سكانه النازحين منذ عشرة سنوات. وقد ابدى قادة المخيم قلقهم حول الامن وتوفير الخدمات الأساسية، وشجع سفراء الاتحاد الاوروبي قادة مخيمات النازحين لتقديم دعمهم الكامل لمحادثات السلام المقبلة والحوار الوطني.
أكد الاتحاد الأوروبي دعمه المتواصل لجهود السلام في دارفور باعتباره واحدا من المانحين الرئيسيين في المجال الإنساني في دارفور. وقال سفير الاتحاد الاوروبي توماس يوليشني ان الاتحاد الاوروبي يساهم حاليا بأكثر من 11 مليون يورو في ولاية جنوب دارفور وحدها. وان المبلغ موزع بالتساوي بين مشاريع المساعدات الإنسانية والإنمائية لولاية جنوب دارفور. وقال “نحن نأمل أن نتمكن من تحويل مساهماتنا تدريجيا لمساعدات تنموية حالما يتحسن الوضع الأمني على الأرض ويتم منح التسهيلات “.
وفي وقت سابق، أعلنت بعثة الاتحاد الأوروبي أن سفراء فرنسا وألمانيا وإيطاليا وهولندا وأسبانيا والسويد والمملكة المتحدة والاتحاد الأوروبي سيشاركون في الزيارة. كان الهدف من البعثة هو الاطلاع بالتطورات السياسية، والتنموية والأوضاع الإنسانية على الأرض في جنوب دارفور. وشكر سفراء الاتحاد الأوروبي السلطات في جنوب دارفور ويوناميد ووكالات الامم المتحدة في نيالا لتسهيل هذه الزيارة.
European Union: Solution for Darfur should be a priority and tackled without delay
The Ambassadors of the European Union during a two day visit to Nyala, South Darfur, exchanged views with government officials, the Darfur Regional Authority, Sudanese civil society and international organizations and the internally displaced people in Kalma camp. They visited development and humanitarian projects in the areas of food and water supply, democracy and rule of law, education, health services and sanitation.
Ambassador Tomas Ulicny, Head of Delegation of the EU to Sudan, confirmed that there is no military solution for the conflict in Darfur and encouraged all stakeholders, including the government, the opposition, the armed movements and the civil society, to support and contribute to an inclusive national dialogue process. Such process is urgently needed to restore peace in Darfur and reduce the civilian suffering, in particular of the two million Internally Displaced People in Darfur.
Ambassador Tomas said that a political solution for Darfur should be a priority to everyone and be tackled without delay. The continued conflict affects the social fabric of the population and entails serious human rights violations and civilian torment, including air bombardments and violence against IDPs, women and children. The Ambassadors of the EU called on all relevant Sudanese parties to fight impunity, improve access and reduce counter-productive travel restrictions for the international agencies, so that these can implement their humanitarian and development mandates.
During the visit to Kalma camp, the EU Ambassadors expressed deep concern about the continued increase in numbers of IDPs in the camp. As a result of on-going instability and conflict, there have been new arrivals in 2013 and 2014 which add to the protracted plight of displaced population in this ten year old camp. While carefully noting the camp leaders’ anxiety about security and provision of basic services, the EU ambassadors encouraged the leaders to lend full support to the upcoming peace talks and the national dialogue.
The EU confirmed its continued support to peace efforts in Darfur as one of the major development and humanitarian partners in Darfur. Ambassador Tomas said the European Union was currently contributing more than 11 million Euros to people in South Darfur State alone, and additional significant funding was made available through member states programmes for South Darfur and the entire region. The amount was equally distributed between humanitarian and development aid projects for the people of Sudan. “We hope that we can transform our contributions gradually to development aid once the security situation improves on the ground and access is granted”, he said.
Earlier, the Delegation of the EU to Sudan announced that the Ambassadors and Charges de Affaires of France, Germany, Italy, Netherlands, Spain, Sweden, United Kingdom and the EU would take part in the visit. The objective of the mission was to be informed about the political, development and humanitarian situation on the ground in Darfur. The EU delegation thanked the South Darfur Authorities, the UNAMID and the UN agencies in Nyala for facilitating this mission.
