الاتحاد الأوروبي يعمل عالميا على تعزيز الديمقراطية والمجتمعات المدنية  الاكثر عدلا ولتحقيق ذلك يشجع الاتحاد الأوروبي المجتمع المدني والسلطات المحلية للمشاركة بنشاط في السياسات العامة للبلدان الشريكة.

في السودان، أعلنت بعثة الاتحاد الأوروبي عن دعوة بقيمة 5.5 ملايين يورو لتقديم مقترحات لمشروعات لمنظمات المجتمع المدني والسلطات المحلية.  من خلال برنامج منظمات المجتمع المدني والسلطات المحلية يسعى الاتحاد الأوروبي لتعزيز دور  منظمات المجتمع المدني والسلطات المحلية للمساهمة في الحكم، وصياغة السياسات وعمليات التنمية في السودان.

 
ويهدف البرنامج إلى تعزيز التعاون بين المجتمع المدني والسلطات المحلية، وتمكينهم من الاستجابة بشكل أفضل لاحتياجات الشعب السوداني.

كما يسعى البرنامج الى أولوية هامة وهي تقديم الخدمات الأساسية للقطاعات الأكثر فقرا في المجتمع السوداني، ولا سيما أولئك الذين يعيشون في المناطق النائية والمهمشة.

 
أعلنت بعثة الاتحاد الاوروبي أنه يمكن تقديم الطلبات من قبل منظمات المجتمع المدني السودانية والدولية، والمنظمات المجتمعية، وكذلك السلطات المحلية تحت مستوى الحكومة المركزية حتى 14 مايو 2015 لبعثة الاتحاد الأوروبي.
 

كما أوضحت البعثة أهمية الاطلاع على جميع المعلومات عن الدعوة لتقديم مقترحات لمشروعات  على الموقع الإلكتروني لبعثة  الاتحاد الأوروبي.

 
لقد تمكن  برنامج الاتحاد الاوروبي لمنظمات المجتمع المدني والسلطات المحلية في الفترة الماضية من  2007 وحتى 2013 بتوفير الدعم الناجح لاكثر من خمسين مشروع مع المنظمات غير الحكومية الوطنية والدولية بمبلغ إجمالي 26.5 مليون يورو في مجالات بناء القدرات، والحد من الفقر، الحصول على الخدمات الأساسية وتعبئة المجتمع المحلي.

The European Union promotes more equitable, open and democratic societies globally. To achieve this, the EU encourages civil society and local authorities to actively participate in partner countries’ public policies. In Sudan, the EU Delegation just launched a 5.5 million EUR worth call for proposals for civil society organizations and local authorities.

With the new Civil Society Organizations and Local Authorities Programme, the EU seeks to enhance civil society organizations’ and local authorities’ contributions to governance, policy formulation and development processes in Sudan. The programme aims to strengthen cooperation between the civil society and local authorities, and empower them to better respond to the needs of the Sudanese people. One important priority is basic services delivery to the poorest sections of the Sudanese society, in particular those living in remote and marginalized areas.

Applications can be submitted by the Sudanese and international civil society organizations, community-based organizations, as well as local authorities below the central level of government until 14 May 2015 to the European Union Delegation. Under the previous “Non-State Actors and Local Authorities in Development” programme between 2007 to 2013, the EU successfully supported over fifty projects with national and international NGOs for a total amount of 26.5 million EUR in the areas of capacity building, poverty reduction, access to basic services and community mobilization.
