تصريح صحفي بشأن ترحيب مفوضية الاتحاد الأفريقي بمبادرة الحوار السوداني–السوداني
اطلعنا على التصريح الصادر من مفوضية الاتحاد الأفريقي والذي رحّبت فيه بالمبادرة الداعية إلى إطلاق حوار سوداني–سوداني داخل السودان.
وإذ نُقدّر تأكيد المفوضية على أهمية الملكية والقيادة السودانية الحقيقية للعملية السياسية، والحفاظ على وحدة السودان وسيادته، واستعادة الحكم المدني، وضمان المشاركة الواسعة للقوى المدنية والسياسية والمجتمعية، فإننا نرى أن الترحيب بالمبادرة في هذه المرحلة سابق لأوانه، وذلك قبل اتضاح طبيعتها وإطارها، وأهدافها بما في ذلك الجهة التي ستتولى الإعداد للعملية السياسية وإدارتها، ومعايير المشاركة فيها، وآليات إتخاذ القرار، وصلتها المباشرة بالجهود الرامية إلى إنهاء الحرب.
ونود أن نوضح أن موقفنا لا يمثل اعتراضاً على مبدأ الحوار السوداني–السوداني؛ وإنما ينبع تحفظنا من منح أي مبادرة سياسية تأييداً مسبقاً قبل التحقق من استيفائها للمتطلبات الأساسية للملكية السودانية الحقيقية، والاستقلالية، والتوافق الوطني، وتوافر البيئة السياسية والأمنية المواتية.
كما ينبغي لأي عملية سياسية ذات مصداقية أن تتضمن ضمانات واضحة تحول دون هيمنة أي سلطة قائمة أو أي طرف من أطراف النزاع عليها، أو استخدامها لتحويل الوقائع العسكرية التي أفرزتها الحرب إلى شرعية سياسية.
وعليه، فإن القضية الأساسية ليست ما إذا كان ينبغي للسودانيين أن يتحاوروا_ فالحوار بينهم ضرورة لا غنى عنها_ وإنما كيف يُصمَّم هذا الحوار، ومن يملكه ويديره، وفي أي ظروف ينعقد، وما إذا كان قادراً بالفعل على الإسهام في إنهاء الحرب وإعادة بناء الدولة السودانية.

STATEMENT ON THE AFRICAN UNION COMMISSION’S WELCOME OF THE SUDANESE-SUDANESE DIALOGUE INITIATIVE
The National Umma Party has taken note of the African Union Commission’s statement welcoming the initiative to convene a Sudanese-Sudanese dialogue within Sudan.
The Party welcomes the Commission’s reaffirmation of the principles of genuine Sudanese ownership and leadership, respect for Sudan’s unity and sovereignty, the restoration of civilian governance, and the broad and meaningful participation of Sudanese political, civil, and societal actors.
Notwithstanding these important principles, the Party considers the Commission’s welcome of the initiative to be premature at this stage, in the absence of sufficient clarity regarding its objectives, parameters, and modalities. In particular, further clarity is required regarding the arrangements for the preparation and management of the process, the criteria for participation, decision-making mechanisms, and the manner in which the initiative would contribute to and complement ongoing efforts to end the war.
The National Umma Party wishes to emphasize that this position should not be interpreted as an objection to the principle of an inclusive Sudanese-Sudanese dialogue. The Party remains firmly committed to a genuinely Sudanese-owned political process capable of bringing an end to the war and laying the foundations for a peaceful and democratic transition. Its concern is that political initiatives should not receive premature endorsement before the necessary conditions are in place to ensure their independence, credibility, inclusiveness, and broad national acceptance, as well as a conducive political and security environment.
Any credible political process must also be underpinned by clear and effective safeguards to ensure its independence from any existing authority or party to the conflict and to prevent the process from being used to confer political legitimacy on military realities created by the war.
The central question, therefore, is not whether the Sudanese should engage in dialogue — such dialogue is essential — but how that dialogue is constituted, who owns and manages the process, the conditions under which it is conducted, and whether it can credibly contribute to ending the war and rebuilding the Sudanese state on legitimate, civilian, and democratic foundations.
