التطورات الجديدة:

في 27 يونيو 2016، اقترحت وزيرة التعليم العالي والبحث العلمى سمية ابو كشوة حظر الأنشطة السياسية في الجامعات السودانية. اثناء مخاطبة البرلمان السوداني في الخرطوم عن تذايد العنف الطلابى، كما اتهمت أبوكشوة المجموعات المسلحة بتهريب ألاسلحة البيضاء إلى حرم الجامعات لزعزعة الوضع الأمني. وطالبت الوزيرة بسن قوانين تجرم حمل السلاح وحظر النشاط السياسي في الجامعات السودانية (المصدر: صحيفة سودان تريبيون
الموافقة على قانون جديد لمكافحة الفساد:
يوم 22 يونيو، وافق الهيئة التشريعية بالأغلبية على قانون المفوضية القومية للشفافية والإستقامة ومطافحة الفساد للعام 2016، والذي أبقى على المادة (25) المثيرة للجدل في نص القانون، الذي رفضه رئيس الجمهورية في وقت سابق.
وشمل القانون تعديلات جديدة عملت توفير حصانة للمتهمين في قضايا الفساد، وضرورة إبلاغ الهيئة بالإتهامات وتقديم المستندات المطلوبة، وتسليم امر إستدعاء للمؤسسة الحكومية المسؤولة عن المتهم للمثول أمام اللجنة.
وإذا لم يمثل للتحقيق خلال شهر من تاريخ التبليغ تقدم اللجنة نتائج التحقيقات إلى الجهات الحكومية وتعمل على رفع الحصانة من المسؤول.

يوم 19 يونيو، استدعت وزارة الخارجية السودانية، رئيس بعثة حفظ السلام المشتركة في دارفور (يوناميد) مارتن أوهومويبهي على التقرير المشترك الأخير بشأن الوضع في دارفور الذي تم تقديمه إلى مجلس الأمن للأمم المتحدة يوم 8 يونيو.

تحديث: قضية طلاب جامعة الجزيرة
تلقى فريق حقوق معلومات مؤكدة من مصدر موثوق به أن عائلات الضحايا من الطلاب الأربعة، محمد يونس النيل، عادل محمد أحمد، النعمان احمد قرشي والصادق عبد الله يعقوب، الذين كان قد تم العثور عليهم قتلى في ترعة بالقرب من جامعة الجزيرة أجبروا من قبل الحكومة بقبول واستلام مبلغ الدية ، وعدم مناقشة القضية مرة اخرى.
الجدير بالذكر ان الحكومة السودانية فشلت فى نشر تقرير التحقيق للجمهور وأسر الضحايا أو تقديم معلومات عن تدابير واجراءت المساءلة فيما يتعلق برجال الشرطة الذين تورطوا في مقتل الطلاب الأربعة. (المصدر: ناشط حقوقى)

رصد انتهاكات حقوق الإنسان:
حرية التعبير والتجمع :
يوم 28 يونيو 2016، حذر البرلمان من خطورة تأثير وسائل الإعلام الإلكترونية والمواقع على الوحدة الوطنية ، واتهم وزير الإعلام أحمد بلال عثمان وسائل الإعلام الإلكترونية ومواقع التواصل الاسفيرية بنشر الشائعات دون مسؤولية كما أعلن أن وزارة الإعلام قاربت من الانتهاء من إنشاء مركز خاص لمراقبة وسائل الإعلام الإلكترونية ومواقع الانترنت.
في 26 يونيو 2016، اعتقلت قوات من الشرطة في الخرطوم بحري علي عثمان عبد الله، 23 عاما، وعضو حزب المؤتمر السوداني، من المحطة الوسطي بالخرطوم بحري، بعد مخاطبة جماهيرية نظمها أعضاء الحزب احتجاجا على اعتقال اثنين من أعضاء الحزب عاصم عمر وصباح الزين عمر، تم تقديم علي عثمان لمحاكمة بعد احتجازه بحراسة قسم شرطة الخرطوم بحري ، واتهامه بارتكاب جريمة الاخلال بالسلم العام بموجب المادة (69) والإزعاج العام بموجب المادة (77) من القانون الجنائي لعام 1991، يوم 28 يونيو تم نقله إلى المحكمة الجنائية الخرطوم بحري حيث أسقطت المحكمة التهم الموجهة إليه. يوم 20 يونيو، صادر جهاز الأمن والمخابرات السوداني، صحيفة “آخر لحظة” اليومية من المطبعة بعد طباعتها دون إبداء أسباب المصادرة.
وقال مصدر في الصحيفة لـ (حقوق) أن أفراد جهاز الأمن حضروا إلى المطبعة وصادروا جميع النسخ المطبوعة، دون الإفصاح عن أسباب المصادرة.
ويعمل جهاز الأمن على معاقبة الصحف بأثر رجعي فيما يتعلق بالتقارير والأخبار التي تنشرها دون إخطار إدارات الصحف.

يوم 19 يونيو، أعلن مدير جامعة الخرطوم حظر النشاط السياسي بالجامعة، وذلك في بيان أصدره عقب إجتماعه مع (6) طلاب تم إعتقالهم عن طريق جهاز الأمن والمخابرات السوداني في شهر مايو الماضي.
وأكد مدير الجامعة حظر أي أنشطة سياسية وثقافية داخل جميع مجمعات الجامعة بما في ذلك المنتديات الطلابية، وأضاف ‘‘يجب فقط أن تمارس الأنشطة الطلابية داخل اتحاد الطلاب فقط، وليس هناك مجال لممارسة الأنشطة (غير الأكاديمية) داخل الجامعة’’.
وأضاف رئيس الجامعة كذلك أن قرار فصل وتعليق دراسة (17) طالباً وطالبة هو قرار لا رجعةفيه.

الإعتقال التعسفي:
فى يوم 26 يونيو2016 اعتقلت الاجهزة الامنية فى الخرطوم الطالب بجامعة البحر الاحمر وعضو حزب المؤتمر السودانى عبد اللطيف يحي اثناء سيره اتجاه موقف جاكسون وتم اقتياده الى جهة غير معلومة (المصدر: عضو فى حزب المؤتمر السودانى)
لايزال إثنان من العاملين في مركز “تراكس” للتدريب والتنمية البشرية، وأحد ناشطي المجتمع المدني، محتجزون لدى نيابة أمن الدولة دون توجيه إى إتهام بحقهما، وأسماء المعتقلين هما:
1- خلف الله العفيف، مدير مركز (تراكس) للتدريب والتنمية البشرية.
2- مدحت عفيفي الدين حمدان، مدرب متعاون متطوع.
3- مصطفى آدم، المدير التنفيذي لمنظمة التنمية الريفية الزرقاء، وكان في زيارة للمركز خلال المداهمة .

الأفراج عن طلاب جامعة الخرطوم المعتقلين:
يوم 19 يونيو، أفرج جهاز الأمن والمخابرات السودان عن (6) من طلاب جامعة الخرطوم المحتجزين لديه منذ أسابيع دون توجيه أي إتهام، وأتخذ جهاز الأمن القرار عقب لقاء جمع الطلاب مع مدير الجامعة، والطلاب المُفرج عنهم هم:
1- وفاق محمد الطيب قرشي – طالبة
2- مي عادل إبراهيم كرار – طالبة
3- صفاء مضوي مصطفى محمد – طالبة
4- مدثر تيسير مدثر – طالب
5- قرشي الزين – طالب في كلية الإقتصاد (لم يتم الإبلاغ عن إعتقال قرشي في تقارير “حقوق”).
يوم 21 يونيو، نقل جهاز الأمن والمخابرات السوداني، الطلاب المعتقلين إلى مركز شرطة الخرطوم شمال، ودوّن في مواجهتهم بلاغات من القانون الجنائي السودان لعام 1991 المتعلقة بالإختطاف، وتم إطلاق سراح جميع الطلاب بالضمان.
التعذيب وسوء المعاملة :
فى 27 يونيو 2016، اجرى فريق حقوق مقابلات مع اثنين من الطلاب، الذين اعتقلهم جهاز الامن والمخابرات الوطنى مايو الماضي، وأفرج عنهم في 21 من يونيو، أبلغ الطلاب المفرج عنهم فريق حقوق بتعرضهم للتعذيب وسوء المعاملة، و احتجزوا بمعزل عن العالم الخارجي خلال الأسابيع الثلاثة الأولى من اعتقالهم في مراكز احتجاز جهاز الأمن والمخابرات المعروفة باسم الفندق (الثلاجات) في الخرطوم بحري. وكانوا يتعرضون للتعذيب الشديد، بما في ذلك التهديد بالسجن لفترات طويلة والضرب بخراطيم المياه وأسلاك الكهرباء والعصي والأيدي في جميع أنحاء أجسامهم والاستجواب لفترات طويلة حول مزاعم تورطهم في الحبس غير المشروع تسبيب الاذى الجسيم لضابط شرطة خلال الاحتجاجات التي اندلعت أبريل الماضي بجامعة الخرطوم . ذكر احد الطلاب لحقوق أنه ااجبر تحت وطأة التعذيب الشديد على الاعتراف بأنه ارتكب جريمة الحبس غير المشروع تسبيب الاذى الجسيم لضابط الشرطة الذي كان حاضرا اثناء التحقيق معه.
الجدير بالذكر انه فى يوم 21 يونيو ، نقل جهاز الأمن والمخابرات الطلاب إلى قسم شرطة الخرطوم شمال، ثم الافراج عنهم بكفالة بعد استجوابهم من قبل الشرطة التى وجهت لهم تهما بموجب المادة (164) الحبس غير المشروع، (139) تسبب الاذى الجسيم و (182 ) التملك الجنائي من القانون الجنائي لسنة 1991.
عقوبة الاعدام:
فى 28 يونيو 2016، أيدت محكمة الخرطوم بحري الجنائية برئاسة القاضي البلولة عبد الفراج حكم الإعدام الصادر في 23 يونيو 2016، ضد الطالب الجامعي محمد حسب الله بقارى الذي اتهم بقتل السكرتير العام لطلاب المؤتمر الوطنى الجناح الطلابى لحزب المؤتمر الوطني الحاكم في كلية شرق النيل في الخرطوم. محمد عوض الكريم، بعد أن رفضت اسرة الضحية بالعفو عن المتهم أو قبول الدية.
في أبريل 2015، في أعقاب الاشتباكات التي وقعت، اعتقل جهاز الأمن والمخابرات الطالب الدارفوري محمد بقارى بتهمة قتل الطالب عوض الكريم.
فى 8 نوفمبر 2015 قضت محكمة جنايات الخرطوم بحري بارتكاب بقارى لجريمة القتل غير العمد واصدرت جكمها بالسجن لمدة خمس سنوات ودفع “الدية” إلى اسرة الطالب عوض الكريم .
بتاريخ 3 مايو 2016 ألغت محكمة الاستئناف – الخرطوم بحري وشرق النيل الحكم ضد المتهم محمد بقارى واعادت ملف القضية إلى المحكمة الجنائية من أجل مناقشة كل بنود المادة 131/2 القتل شبه العمد من القانون الجنائي لسنة 1991 .
قانون النظام العام:
في 25 يونيو 2016، ألقت شرطة النظام العام في الخرطوم القبض على حوالي 16 من الفتيات واثنين من الشباب الذكور من شارع النيل لاتهامهم بارتداء الزى الفاضح، واقتادتهم إلى قسم شرطة الخرطوم شرق حيث تم إطلاق سراحهم في نفس اليوم بعد ساعتين تقريبا دون توجيه اتهامات. (المصدر: ناشط حقوقى)
في 24 يونيو 2016، كشف معتمد محلية ولاية الخرطوم أحمد أبو شنب في تصريح صحفي أن محلية الخرطوم ستفرض قواعد جديدة للأجانب فيما يتعلق بالزي والعمل، مشيرا إلى أنه أبلغ سفراء إثيوبيا وإريتريا في اجتماعات منفصلة بعدم السماح لمواطنى بلدانهم من قيادة الركشات والمركبات دون الحصول على رخصة قيادة، بالإضافة لعدم السماح لمواطنى بلدانهم بارتداء الزى الفاضح مثل ال تي شيرت، والبنطلون والشورت اثناء العمل. ومن الجدير بالذكر أن شرطة النظام العام كانت قد أمرت عدد من المطاعم في ولاية الخرطوم بوضع تنويه لعملائها ينص على الالتزام بارتداء ملابس محتشمة. كما ذكرت صحيفة التيار فى تقريرها الضجفى (المصدر: صحيفة التيار، تاريخ: 28/06/2016

انتهاكات إقليم دارفور:
يوم 25 يونيو، قتل أفراد مسلحون مجهولون يقودون دراجات بخارية، الطالب بجامعة (النيلين) فضل رحمة، وذلك في حي الوحدة شرق مدينة الفاشر، بالقرب من مدرسة الوحدة الثانوية.
ويدرس الطالب القتيل بالسنة الثانية في كلية القانون.

يوم 22 يونيو، قتلت مجموعة مسلحة بوحدة أم تجوك الإدارية في ولاية غرب دارفور، 12 شخصاً، وذلك بإطلاق الرصاص عليهم، ووفقاً لمصدر محلي تحث لـ(حقوق) من أم تجوك، فإن الأحداث وقعت عقب خلاف بين مزارعو أم تجوك وأبناء رحمة بسبب تربيتهم لمواشي على أراضيهم بحجة أنهم إشتروا الأرض من الحكومة، والمتوفين هم:
1- محمد أحمد عبدالبنات – إمام مسجد
2- بحر الدين محمد أحمد
3- عبد المولى إسحاق عبد البنات
4- حسن إسحاق عبد البنات
5- محمد محمدين
6- طارق آدم أبو دقلو

10- عبود عمر (ابوقمر)

12- رامي مامون (ضابط جيش)

يوم 17 يونيو، قتلت مجموعة مسلحة مجهولة في حي النصر بمدينة الفاشر شمال دارفور، مواطن من دولة جنوب السودان يدعى ميانق ادور، يعمل في محل لبيع الهواتف النقالة، وتوفي ميانق في 18 يونيو بمستشفى الفاشر متأثراً بإصابته.

يوم 17 يونيو، اطلقت مجموعة مسلحة الرصاص على صلاح يحي حماد، 28 عاماً، والذي يقيم في معسكر (كارانديق) للنازحين بولاية غرب دافور، وهو في طريقه إلى مزرعته مع ماشيته، ويتلقى العلاج حالياً بمستشفى الجنينة.

يوم 16 يونيو، قتلت مجموعة مسلحة مجهولة مصعب عمر عبدالله بحي التيجانية بمدينة الفاشر، وهو حارس فريق هلال الفاشر، وذلك خلال عمله في محطة كهرباء مدينة الفاشر ونهب الجناة سيارة القتيل.

New Developments:
• On the 27th of June 2016, Higher Education Minister, Sumayia Abu Kosha proposed to ban political activities in the Sudanese universities. In a speech before the Sudanese parliament in Khartoum, Abu Kosha accused the armed groups of smuggling white weapons to the universities campuses to destabilize the security situation. The minister further demanded “the enactment of laws that criminalize carrying weapons in universities and prohibiting political activity that claims lives. (Source: Sudan Tribune )

• On the 22nd of June 2016, the Sudanese Parliament adopted an amendment to article 25 of Sudan’s National Commission for Transparency , Anti -Corruption and Integrity law of 2016, which became enacted law after the president rejected his assent and returned the draft bill to the parliament last April, the new amendments restricted the immunity provisions text which stipulates that the commission shall notify the government entity in writing with supporting documents , summary of the allegations and the summon order, in the case of failure of the summoned person to appear before the commission within one month from the date of notification , the commission shall transmit the results of the investigation to the competent authority in order to initiate the procedures to lift the official’s immunity (Source: Aljareeda newspaper, issue: 1797, Date: 23/6/2016)

• On the 19th of June 2016, the Ministry of Foreign Affairs has summoned the head of the hybrid peacekeeping mission in Darfur (UNAMID) Martin Uhomoibhi over the recent joint report on the situation in Darfur that has been submitted to the UN Security Council on June 8th. (Source: Sudan Tribune )
Update on Aljazeera University Students Case:
• Huqooq team received reliable information from a trustworthy source that the victims’ families of the four students, Mohamed Younis al-Nil, Adel Mohamed Ahmed, Alnuman Ahmed Gorashi and Alsadiq Abdullah Yagoub, who had been found in a sewage canal near Al Jazeera University were forced by the government to accept and receive the blood money (Dia) and not to further discuss the case.
The Sudanese Government has failed to publish the investigation report or inform the victims’ families about the accountability measures in regard to the policemen who were involved in the killing of the four students, according to the source the settlement agreement between the government and victims’ families was verbal. Freedom of Expression/ Assembly and association:
• On the 28th of June 2016, the Parliament warned of the seriousness of the impact of electronic media And websites on the national unity and greater values, the information minister Ahmed Bilal Osman accused the electronic media and websites of publishing rumors without responsibility he announced that the ministry of information is finalizing the establishment of special center to monitor the electronic media and websites. • On the 26th of June 2016, police forces in Khartoum Bahri arrested Ali Osman Abd-Allah, 23 years old and a member of Sudanese Congress party, from Almahata Alwsta in Khartoum Bahri, after public speech in Almahata Alwsta organized by SCP members protesting the detention of two SCP members Asim Omer and Sabah Alzain , he was detained at Khartoum Bahri police station custody, he was accused of committing the offence of Disturbance of public peace under article (69) and Public nuisance under article (77) of the criminal law of 1991, on 28 of June he was transferred to the Khartoum Bahri criminal court where the court dismissed the charges against him. • On the 20th of June 2016, the National Intelligence and Security Service NISS confiscated the daily newspaper Akhir Lahza from the print house after printing without giving reasons for the confiscation, a source at the newspaper told (Huqooq) that members of NISS attended to the print house and confiscated all the printed copies without disclosing the reasons of the confiscation.

• On the19th of June 2016, the Rector of the University of Khartoum issued a public statement after meeting with six students who were detained by NISS last May 2016, stating that the university efforts to release the detained students were successful, the statement further stressed on prohibition of any political, cultural activities inside all the university campuses including students forums, and there is no room for the exercise of extra-curricular (non-academic) activities inside the university.
The University of Khartoum Rector statement further pointed out that the decision to dismiss and suspend 17 students is an irreversible decision .
Arbitrary Arrest:
• On the 29th of June 2016, allegedly members of the National Intelligence and Security Service NISS arrested Abd-Alatif Yahia student at Red Sea University and a member of Sudanese Congress party from the street in Khartoum, his whereabouts is still unknown.(Source: Sudanese Congress party member)
• Two employees working for a human development and training center in Khartoum called TRACKS center, and one civil society leader are still detained at the state security prosecution office without charge, the names of the detainees still in detention are:
1- Khalaf Allah al-Afif, the director of the Centre for Training and Human Development (TRACKS)
2- Midhat Afif al-Din Hamdan , a collaborating volunteer trainer
3- Mustafa Adam, executive director of Al-Zarqa Rural Development Organization who was visiting the center during the second raid in February 2016.
Release of University of Khartoum Students Detainees:
On the 19th of June 2016, National Intelligence and Security Service NISS released six students of the University of Khartoum after several weeks of detention without charges. The NISS took the released students to the University of Khartoum where they met with the University of Khartoum Rector, the released are:
1- Wifag Mohamed Altayeeb Gorashi Female,
2- Mai Adil Ibrahim Karar Female,
3- Safaa Modawi Mustafa Mohamed Female,
4- Nafisa Mohamed Hassan, 18 years old,
5- Modathir Tayseer Modathir Male
6- Gorashi Alzain, Studied at the Faculty of Commerce & Economics UoK ( Gorashi arrest wasn’t reported in any of Huqooq reports )

Torture and Ill-treatment:
On the 27th of June 2016, Huqooq team interviewed two students, who were detained by National Intelligence and Security Service NISS last May and released on the 22 of June, the released students informed Huqooq team that they subjected to torture and ill-treatment, and they were held incommunicado for the first three weeks of their detention in the NISS detention facilities known as Altalajat (Refrigerators) in Khartoum Bahri. They were subjected to severe torture, including threats of jail for long periods, beaten with water hoses, electricity cords, sticks and hands all over their bodies interrogated for long periods about allegations of their involvement in unlawful confinement and causing intentional wounds to a police officer during the UoK protests that erupted last April. One of the students reported to Huqooq that he was forced under sever torture to confess that he committed the offense of unlawful confinement and causing intentional wounds to the police officer who was attending during the interrogation.
Noting that on the 21st of June, the NISS transferred the students to North Khartoum police station, and were released on bail after interrogation, the released students are facing charges under article (164) Unlawful confinement, (139) causing intentional wounds and (182) Criminal mischief of criminal law of 1991.

Death Penalty:
On the 28th of June 2016, the Judge Albalola Abd-Alfaraj of Khartoum Bahri Criminal court has upheld the death sentence issued on the 23rd of June2016, against a university student Mohamed Hasb-Allah Bagari who was accused of killing a member of students’ wing of the ruling National Congress Party (NCP) at East Nile College (ENC) in Khartoum. Mohamed Awad al-Karim, after the victim’s family refused to pardon the defendant or accept the blood money.
In April 2015, following the clashes, National Intelligence and security services NISS detained the Darfurian student Mohamed Baggari on charges of killing Awadelkarim.
On the 8th of November 2015 The Criminal Court of Khartoum Bahri sentenced Baggari for manslaughter to five years imprisonment and the payment of ‘blood money’ to Awadelkarim’s family.
On the 3rd of May 2016 Khartoum Bahri and East Nile Appeal Court canceled the verdict and returned the case file to the criminal court in order to further discuss the article 131/2 Semi-intentional homicide of the criminal law of 1991.

Public Order Law:
• On the 25th of June 2016, the Public Order police in Khartoum arrested about 16 young females and two young males from the Nile Street for accusation of wearing indecent dress, the public order police arrested young female who were wearing trousers or not covering their hair with scarfs and males who were wearing shorts and took them to the East Khartoum police station custody where all were released on the same day after almost two hours without charges. • On the 24th of June 2016, Khartoum State Commissioner Ahmed Abu Shanab revealed in a press statement that the Khartoum Locality will impose new regulations for the foreigners in relation to dress code and work, stating that he informed the ambassadors of Ethiopia and Eritrea in a separate meetings not to allow the employees of their respective countries to drive Rakshas and vehicles without getting a driver’s license, in addition not to allow their countries’ citizens to wear indecent dress such as T-Shirts, Trousers and Shorts at work. It is worth noting that the Public Order Police has ordered number of restaurants in Khartoum State to fix a sign notifying their customers to wear decent clothing. As reported by Altyar newspaper (Source: Altyar Newspaper, date: 28/06/2016 )
Darfur Region Violations:
The situation in Darfur continues to overwhelm the lives of the civilians, during May and June the armed groups has intensified its attacks against civilians that led to the killing of number of people in different Darfur states, Huqooq team was able to document few incidents below.
• On the 25th of June 2016 at around 9:00 pm an unidentified armed group on two motorcycles in East Alwehdah (Unity) neighborhood in Alfashir near Alwehdah (Unity) High School shot dead Abd-Allah Fadol Rahama student of Anailaien University at his third year at the faculty of law. • On the 22nd of June 2016, an armed group belongs to Rahamah sons, in Um Tajook locality in El-Genina West Darfur shot dead about 11 people and injured dozens, according to a source from Umtajook locality who told Huqooq the incident occurred after a dispute between the farmers of Umtajook (Mahada Sons) with Rahamah sons who occupied and farmed their lands, claiming that they have bought the land from the government, name of the deceases:

• On the 17th of June 2016, an unidentified armed group in alnasr neighborhood in Alfashir – North Darfur shot Myang Ador a south Sudanese citizen working on mobile phone shop, Myang died on the 18 of June at Alfashir hospital as a result of his injuries. (Source: HR activist)

• On the 17th of June 2016, at around 2:00 pm an armed group fired live ammunition at Salah Yahya Hamad a 28 years old and a resident of Karandaig IDPs camp West Darfur, on his way to his farm with his sheep, Salah is receiving treatment at El-Genina hospital. (Source: HR activist)

• On the 16th of June 2016, at around 9:30 PM an unidentified armed group shot dead Mosab Omer Abd-Allah resident of Altejanya neighborhood and Alhilal – Alfashir club Goalkeeper during his official duties at the main electricity station in Alfashir , the perpetrators ransacked the deceased car .
